View topic - Error message

Hi same question i asked elsewhere, can anyone here give any advice,

My potential customers are getting this message, and have tested it myself and so do i,

It happens when they put an item in the cart , then proceed to check out, where they are asked to create account and when it brings them back to the checkout, this message comes up,,

Whoops! Sorry, but you are not allowed to perform the action requested

all the info ive read is quite old, has anyone had this message recently??

zencart is 1.39d

ive checked a few files mentioned, but just not sure what im supposed to be checking to find the error,

Could someone point out the files to check that may be causing this error,,
sorry to be a bit vague on the problem, but any help is a step forward..
